Position Summary:

Reporting to the Director of the Community Health Unit, the Manager, Partnerships and Community Investment is responsible for the delivery and administration of the Social Investment Fund and the development and implementation of Toronto Community Housing’s Partnership Framework.
The Social Investment Fund is a granting program that allocates $1.0 million annually to innovative community initiatives that contribute to the creation of healthy and engaged communities. This position is also responsible for managing the related grants portfolio, facilitating the grant review and decision-making process, monitoring and evaluating funded projects, developing relationships with tenant and community groups that are eligible for funding, and developing and delivering training related to the Social Investment Fund and the proposal writing process. The incumbent will also support the work of a volunteer Social Investment Fund Grant Review Committee and supervise one Social Investment Fund Coordinator.
The Partnership Framework will guide the organization’s strategy to facilitate tenant access to programs and services as well as integration into neighbourhoods. Given Toronto Community Housing’s decentralized structure, the development of community partnerships require a stronger framework that will enable potential community partners to understand the decision making process and relationships between Operating Units and Toronto Community Housing’s policy agenda. This will help to ensure that the community partnerships Toronto Community Housing engages in address the needs and priorities of the organization and adhere to its values and vision, while meeting community-based priorities.
Responsibilities
- Implements a granting program including interpretation of funding guidelines, review and analysis of funding submissions and facilitation of the allocation and decision-making process.
- Monitors a portfolio of grants to ensure accountability and effective use of funding, and evaluates project outcomes.
- Provides ongoing support to the work of a volunteer Social Investment Fund Grant Review Committee, including preparation of recommendations for funding and reports on issues related to the grant-making process.
- Provides work direction and supervision to one Social Investment Fund Coordinator.
- Provides advice, support and technical assistance to applicants regarding the development of funding proposals.
- Develops relationships and collaborates with key internal and external stakeholders to promote the program and identify opportunities for innovative and high impact interventions.
- Consults with tenant councils, tenant groups, frontline staff, community agencies and funders to identify community issues and priorities and works with them to develop innovative responses to community needs.
- Identifies policy and program implementation issues and participates in the development of solutions and strategies to address emerging trends and issues.
- Develops and implements the organization’s Partnership Framework.
- Identifies, approaches, and secures multi-year relationships to support corporate partnerships to further the strategies within the Community Management Plan.
- Nurtures existing partnerships for optimal returns while closely collaborating with operating unit staff, providing guidance and counsel towards building a unified partnership engagement approach.
- Participates as a full team member of the Community Health Unit and assumes responsibility for special projects or assignments relevant to the work of the unit.

Qualifications:
- Post secondary education in a relevant field or equivalent combination of education and progressive experience.
- Minimum of three (3) years broad and varied experience in area of expertise
- Demonstrated experience working with a range of community partners and ability to develop and build partnerships with community agencies, city departments and other stakeholders
- Experience developing tools such as work plans, budgets and evaluation plans and demonstrated project management skills
- Supervisory and leadership experience.
- Experience utilizing a variety of computerized software
- Demonstrated knowledge of proposal development and grant-making processes
- Well developed analytical, writing, and problem-solving skills, and sound judgment.
- Demonstrated knowledge of community issues and trends and of community services and resources, including the community service sector.
- Demonstrated ability to work in an anti-oppressive/anti-racist framework.
- Demonstrated knowledge of the proposal development and grant making processes.
- Proven ability to develop and deliver training workshops to diverse stakeholders.
- Ability to establish effective working relationships with a variety of internal and external stakeholders.
- Understanding anti-racism theory and practice, anti-oppression frameworks and proven ability to work effectively with a diverse population who face multiple barriers
- Strong group facilitation and public meeting skills for leading community processes, consultations and forums
- Effective written and oral communication and public relations skills.
- Strong interpersonal and conflict resolution skills.
- Ability to work independently and as part of a team in a fast-paced environment.
