The City of Toronto, Social Development, Finance and Administration Division requires a Supervisor of Community Crisis Response.
Responsibilities:
- Develops and implements detailed plans and recommends policies regarding program specific requirements, including program design, assessment criteria, review processes and monitoring in relation to community crisis response programs and other community capacity-building responsibilities of the Community Resources Section
- Supervises, motivates and trains assigned staff, ensuring effective teamwork, high standards of work quality and organizational performance, continuous learning and the delivery of effective and quality community crisis response and development initiatives
- Supervises the day-to-day operation of all assigned staff, including scheduling, assigning and reviewing of work. Authorizes and coordinates vacation and overtime requests. Monitors and evaluates staff performance, approves salary increments, hears grievances and recommends disciplinary action when necessary
- Administers and monitors assigned budgets for community crisis prevention and response programs, ensuring criteria are developed and expenditures are controlled and maintained within approved budget limitations
- Assesses community crisis/trauma situations, gathers and disseminates information regarding community impacts, and initiates and activates relevant City and community responses, including supporting trauma recovery
- Responds to community-wide trauma as a result of violent incident(s) and provides culturally competent debriefing supports, facilitates access to needed trauma supports and assists in trauma recovery
- Facilitates systems coordination by working with City service areas, including Toronto Public Health, Toronto Police Service, Toronto Community Housing Corporation, community based organizations and to coordinate the
- Initiates and manages strategic inter-sectoral alignment, networks, program partnerships and integrated service delivery
- Provides regular updates to senior management and Councillors on community response efforts and activities to related to critical incidents, including e-bulletins, monthly updates and briefings
- Works with Community Development Unit and other City divisions and related functions on the development and maintenance of protocols, procedures and practices related to community crisis response standards, evaluative framework and outcomes measures
- Monitors and assesses community impact, perception and opinion related to community crisis prevention and response goals and performance by conducting environmental scans, community surveys and conversations, literature reviews, liaising with other funders and through other sources and means
- Advises, coordinates, and coaches relevant City staff, institutional partners, community agencies and residents on strategies, interventions and responses that foster community capacity for crisis response within a community development framework
- Directly works with, as well as oversees staff to work with, communities and service providers to develop and support innovative and culturally competent community crisis prevention and response services and strategies
- Investigates and ensures timely, accurate and effective responses and service to internal and external stakeholders, including residents, media, community agencies, Community Resources staff, City Divisions, and Councillors, Council, related panels and taskforces
- Seeks strategic opportunities to develop funding strategies with and for community groups, agencies and networks and assists stakeholders in negotiating monetary and non-monetary resources with all levels of government and key funding institutions
- Conducts ongoing monitoring and analysis of current social, economic and political issues that impact community safety in the City of Toronto and integrates those finding into reports and recommendations for relevant policy and program directions for the Community Crisis Response Program and relevant divisional/City policies and initiatives
- Prepares and/or supervises the preparation of publications, and popular, age and culturally appropriate training tools and community outreach materials
- Prepares and/or supervises the preparation of briefing notes, reports and program documentation for Council and other internal and external stakeholders
- Updates and oversees related databases and ensures that records pertaining to community crisis prevention and response activities are accurate
Qualifications:
- Demonstrated ability to coach, lead and supervise staff in a service-oriented, complex and politically sensitive environment
- Extensive experience in community development and in creating and implementing responses to address changing community needs
- Extensive experience working with vulnerable communities to address social inequities, manage trauma, and develop community mental health supports, including the effective use of creative and innovative approaches.
- Demonstrated ability to work within an anti-oppression framework, including experience in the sociology of large and complex urban areas with an ethno-racially, linguistically and economically diverse population
- Experience developing and managing a wide variety of partnerships, funding relationships and strategies,
- Experience designing, developing and delivering a variety of popular and non-traditional, culturally appropriate training tools and outreach material to support community capacity building, including working with at-risk youth.
- Degree in Sociology, Social Work, Community Health Promotion, or related field or approved equivalent combination of education and/or experience.
- Extensive knowledge of current models of crisis intervention/management, ensuring community appropriate responses and supports, including excellent understanding of program boundaries, strengths, challenges, and appropriateness.
- Highly developed interpersonal skills and the ability to promote effective collaboration, coordination, and teamwork among a broad range of stakeholders, including residents, community agencies, the private sector, City staff, and elected officials
- Superior conflict resolution, analytical and problem-solving skills and the ability to develop consensus and recommend effective, strategic solutions at all levels.
- Highly developed oral and written communication skills, with an ability to communicate with a broad range of stakeholders from community representatives to senior management and political representatives.
- Ability to exercise discretion, judgment and political acumen in public and human relations, while working with a high degree of autonomy.
- Ability to understand program interrelationships and the potential consequences of policy/program recommendations
- General knowledge of government legislation in the areas of employment, occupational health and safety, labour and human rights
- Ability to travel to various locations in a timely and efficient manner.
- Ability to work flexible hours which may include; overtime, shift work and occasional evenings and weekends
